MSF is seeking a Software Engineer to work on technically challenging problems in an environment running like a modern product company, solving important underserved problems in the public sector. Some of the problems are related to different programs including healthcare, manpower transformation, trade facilitation, national development, HR and Finance products.
As a Software Engineer, you will take ownership of features end-to-end from building performant, accessible user interfaces with React and Next.js, to designing robust backend services with Java and Spring Boot. You will be a key contributor to engineering quality, championing code reviews, enforcing best practices, and upholding high standards across the codebase.
[What you will be working on]
-
Designing, developing, and maintaining full-stack web applications using React, Next.js (frontend) and Java with Spring Boot (backend).
-
Implementing server-side rendering (SSR) and leveraging the Next.js App Router to deliver fast, SEO-friendly government digital services.
-
Designing and building clean, well-documented RESTful APIs and/or GraphQL endpoints that serve internal and public-facing applications.
-
Conducting thorough and constructive code reviews — ensuring code quality, consistency, readability, and adherence to team standards across every pull request.
-
Championing software engineering best practices including SOLID principles, clean architecture, design patterns, and DRY/KISS principles within the team.
-
Defining and enforcing Git branching strategies (e.g., Gitflow, trunk-based development) and ensuring the team follows disciplined branching, merging, and release workflows.
-
Writing comprehensive automated tests (unit, integration, end-to-end) and advocating for meaningful test coverage as a quality gate.
-
Proactively identifying and resolving technical debt, performance bottlenecks, and security vulnerabilities in the codebase.
-
Collaborating with DevOps and platform teams to maintain and improve CI/CD pipelines, automated linting, and quality checks.
-
Mentoring junior engineers through pair programming, knowledge-sharing sessions, and setting an example of engineering craftsmanship.
-
Participating in architecture discussions, sprint planning, and retrospectives to continuously improve team delivery and engineering practices.
[What we are looking for]
-
Minimum 4+ years of hands-on experience in full-stack software development, working on production-grade web applications that serve real users at scale.
-
Strong proficiency in modern full-stack web technologies; deep experience with React and Next.js on the frontend, and Java with Spring Boot on the backend.
-
Good knowledge of PostgreSQL
-
Proven track record of conducting high-quality code reviews — you can identify bugs, suggest improvements, enforce consistency, and provide constructive feedback that elevates the entire team's output.
-
Strong understanding of Git workflows and branching strategies (Gitflow, trunk-based development, feature branching). You can define and enforce branching conventions, manage release branches, and resolve complex merge conflicts with confidence.
-
Deep commitment to software engineering best practices — you naturally apply SOLID principles, clean code, meaningful naming, proper error handling, and thoughtful abstraction. You write code that others can easily read, maintain, and extend.
-
Experience writing and maintaining automated tests (JUnit, Mockito, Jest, Playwright, Cypress, or equivalent). You understand the testing pyramid, know when to write unit vs. integration vs. E2E tests, and treat testing as a non-negotiable part of the development workflow.
-
Comfort with TypeScript for frontend development and Java for backend development , you leverage TypeScript's type system and Java's strong typing to catch errors early and improve developer experience.
-
Strong understanding of application security fundamentals (OWASP Top 10, input validation, authentication/authorisation patterns, secure API design).
-
A quality-first engineering mindset, you take pride in shipping clean, well-tested, and well-documented code. You do not cut corners, and you hold yourself and your peers to a high standard.
-
Passion towards working for public good with a collaborative, team-oriented attitude. You understand that software engineering is a team sport and invest in making others around you better.
-
Familiarity with Docker, CI/CD pipelines (GitHub Actions, GitLab CI, SHIP-HATS), and automated quality gates (linting, static analysis, test coverage thresholds).
-
Experience with Agile/Scrum methodologies and working in cross-functional product teams.
-
A product mindset — you think about the user, not just the ticket.
[Bonus Points]
-
You have worked with Singpass/Corppass integration or government identity systems.
-
You have experience with the Singapore Government Tech Stack (SHIP-HATS, GCC).
-
You are familiar with the Singapore Government Design System (SGDS) and have built accessible interfaces (WCAG 2.1 AA).
-
You have experience with microservices architecture, event-driven patterns, or message queues (SQS, RabbitMQ, Kafka).
-
You have contributed to open-source projects or actively participate in the developer community.
-
You have experience with Infrastructure-as-Code (Terraform, Pulumi) and cloud platforms (AWS, Azure, or GCC).
-
You have mentored engineers or led technical initiatives beyond your immediate team.
