PROJECT: USDA Thailand Market Innovation & Livestock Knowledge (MILK)
Reports to: Finance & Administration Director
PROJECT SUMMARY: MILK is a comprehensive dairy value chain development program focused on increasing productivity, competitiveness, and market access across the sector. Activities included strengthening the capacity of dairy cooperatives and milk collection centers through management, operational, extension service, and digital transformation support; expanding farmer access to productivity-enhancing inputs, artificial insemination, veterinary services, and agricultural financing; supporting dairy processors with infrastructure upgrades, cold-chain improvements, food safety certification, and product development; and facilitating market linkages, trade promotion, stakeholder engagement, and regulatory reforms to improve sector performance. The project will work closely with farmers, cooperatives, processors, government agencies, financial institutions, and private-sector partners to enhance milk quality, increase farmer incomes, promote adoption of modern technologies, and expand domestic and export market opportunities.
POSITION SUMMARY: The Office Assistant has day-to-day responsibility for supporting operational tasks of the USDA Thailand Market Innovation & Livestock Knowledge (MILK) project based in Bangkok, Thailand.

ESSENTIAL RESPONSIBILITIES:
- Support MILK team members with office supplies, stationery, project commodities inventory management, IT support and other general administrative duties
- In close coordination with Grants & Procurement Officer, assist in the preparation of meetings, training and workshops, including necessary follow-up of required supporting documentation with the participants (staff and non-RAIN staff);
- Assist Grants & Procurement Officer in preparing procurement and grant documents according to USDA and Winrock International’s policies and procedures and develop procurement requests for supplies, furniture, equipment, and services as requested (i.e., obtain quotations, prepare purchase orders, and related procurement documents).
- Support travel and accommodations requests, following USDA and MILK policies and procedures, including booking hotels, ground transportation, and/or air travel.
- Assist the team with travel requirements, travel expense claims, operational advance requests, and cash advance settlements.
- Petty cash custodian for the project and ensure that petty cash log is recorded daily and ensure that expenditures under petty cash follow USDA and Winrock International’s policies and procedures
- Maintain and monitor the e-filling of the Operations team documentation in internal SharePoint.
- Support other financial and administrative needs of the MILK team in Bangkok and the field office.
- Conduct daily financial tasks, including reviewing receipts and other documentation, reviewing expense reports, and other basic finance duties.
- Ensure project adherence to local laws, USG regulations, and project contracts.
- Perform other related duties as required
QUALIFICATIONS:
- Bachelor’s degree in business administration, project management, or other related field
- Minimum 2 years of progressive experience in field office administrative support.
- Prior USG project experience is an advantage.
- Excellent communication skills (both written and verbal).
- Strong analytical skills, self-discipline, well-organized and proactive
- Attention to detail, excellent in time and resource management and ability to organize paperwork methodically.
- Able to multi-task, meet deadlines, and produce quality documents.
- Good computer software skills in MS Suits
- Good written and spoken English required
