Role Summary

Rowan Digital Infrastructure is looking for a Senior Manager, Regulatory Affairs, Energy Markets & Transmission to serve as Rowan’s lead subject matter expert on PJM and wholesale electricity market policy, providing strategic guidance on regulatory developments that impact data center development, energy supply, transmission access, reliability, interconnection, and large-load service. This role requires a highly skilled regulatory professional with deep experience navigating PJM stakeholder processes, developing policy positions, drafting comments and filings, and influencing outcomes through effective stakeholder engagement.

This individual will lead Rowan’s engagement with PJM, FERC, NERC, MISO, SPP, and key state public utility commissions, while translating complex regulatory and market developments into actionable business strategy for senior leadership and project teams. The ideal candidate combines strong technical and policy expertise with an established network of relationships across PJM, utilities, regulators, market participants, and industry stakeholders. They will serve as Rowan’s primary advocate and trusted advisor on regional transmission organization and utility regulatory matters, helping to position the company to anticipate risk, shape policy outcomes, and support long-term growth across priority markets.

Travel: Up to 40% - the role requires regular in-person participation in PJM stakeholder meetings, FERC proceedings and periodic travel to state capitals, regulatory proceedings, industry events, and Rowan offices or project locations.

Location: Washington, DC or surrounding area (preferred) and Denver, CO (3 day/hybrid in-office role)

Compensation: $150,000K - $175,000K (Offers Bonus)
