[What you will be working on]
Designing how the programme operates
-
Design and continuously improve the programme operating model, so governance, funding, security and vendor workflows scale as delivery expands
-
Develop reusable operating practices, templates and standards that become the default way future transformation workstreams operate
-
Capture, codify and continuously improve programme operational knowledge, including governance playbooks, procurement patterns, security patterns and AI operating guides
-
Synthesise operational insights into recommendations for Product Managers and programme leadership, influencing investment priorities, governance improvements and delivery strategy
Running the programme on data

Own a suite of programme health metrics, for example governance lead time, procurement cycle time, vendor onboarding time, vendor productivity, budget variance, dependency ageing and AI automation savings

Use these to optimise the programme objectively rather than by intuition
Cross-programme coordination

Be the single point of contact for central functions (Finance, Procurement, Legal, Security, IT) so they are not dealing with multiple people across the programme

Surface dependencies, risks and decisions that sit outside the squads, and route them to the right owner before they become blockers

Coach delivery teams and Product Managers on effective operational practices, reducing delivery friction through shared ways of working
Funding and governance

Own the numbers, assumptions and models behind the programme's full lifecycle funding estimate, and prepare submissions for the funding and technical governance committees

Re-baseline estimates after each release as actual delivery data replaces extrapolation

Run the budget definition cycle with Finance, including CAPEX/OPEX classification, choosing the right line-item granularity, and moving numbers between calendar-year and financial-year bases
Security and compliance clearances

Run security clearance workstreams end to end: data classification justification, risk assessments, and deviation requests

Work out what controls the STARS2.0 team needs, scope the requests properly, and get approvals through without pulling engineers off technical work
Vendor operations

Own vendor onboarding logistics: devices, tool access, security clearances, approvals and building access, so partners are productive from day one

Collect and analyse vendor timesheets monthly and produce reporting that answers whether this delivery model is genuinely better, cheaper and faster than a traditional bulk tender

Build the commercial baseline and data that support vendor negotiations, and track delivery against contract terms, scope and team shape
-
Coordinate with Procurement and Legal on purchase orders, contract variations and related approvals
AI-native operations

Much of this work is repetitive, document-heavy and rules-bound. We expect you to automate it aggressively, from timesheet parsing and budget reclassification to submission drafting and dependency tracking, and to measure the time you win back

Develop repeatable AI-assisted operational workflows that become standard practice across the programme, measuring both efficiency gains and quality outcomes
Where this role grows
This is a chance to build programme operations from the ground up for one of Singapore's most critical pieces of national infrastructure. As the wider Land Titles Registry transformation evolves, help establish the programme operating model, governance structures and coordination mechanisms required to support multiple products and delivery teams:

Extend the operating rhythm you build for STARS2.0 - governance, reporting, decision tracking - to cover more systems as the transformation grows

Own a broader dependency picture across systems, so releases and testing windows are planned together rather than discovered in conflict

Grow the funding and resourcing view from a single system to the full transformation, and help shape its business case

Scale vendor operations across multiple build and operate vendors with different contracts, incentives and timelines
-
Build the operational backbone for change - collaborate with Design to systemise and scale engagement with Registration Officers and law firms as the way property transactions work in Singapore evolves
[What we are looking for]
-
Significant experience in programme operations, PMO, product ops, or a similar role on complex enterprise, public-sector or legacy-modernisation programmes
-
Strong financial literacy: comfortable building and defending cost models, working with Finance on CAPEX/OPEX treatment, and explaining assumptions to senior stakeholders
-
Experience working through governance, security, procurement or compliance processes, ideally in government or another regulated environment
-
Ability to run independently with senior stakeholders outside your reporting line, including Finance, Legal, Security and governance committees
-
Judgment on when a process can be simplified or challenged, and when it genuinely needs to be followed
-
High ownership: you close loops without being chased, and you notice problems before others do
-
Clear, concise written communication, especially for submissions and papers that senior leadership will read
-
An open, curious mind, with a genuine drive to automate and redesign inefficient processes, including with AI
[Good to have but not a must]

Experience with Singapore public-sector funding, IM8 security, or procurement frameworks

Experience managing vendors on time-and-materials or outcome-based contracts

Experience standing up a PMO or programme office from scratch

Familiarity with agile delivery and cross-functional squads

Familiarity with vibe coding or AI-assisted automation
